The Communauté d'agglomération Evreux Portes de Normandie (CA EPN - 74 communes, 115,000hab) is offering a multi-month internship to at least two trainees.
Background
The Normandy Region will be deliberating on the modification of the SRADDET in 2024. The territorialization of Zero Net Artificialization on EPN therefore requires the mobilization of studies at commune level, in order to reorient development plans (gradual end to construction on the outskirts of our conurbations).
The approach proposed and adopted by the elected representatives now aims to identify new plots of land as project sites and draw up development sketches, in order to propose alternatives to the communes.
This work carried out by EPN will be used to build the future sustainable development project for our territory, through the general revision of the PLUi-HD (due in late 2027/early 2028).
DATU estimates that it would take between 180 and 200 days of full-time work to complete this mission, i.e. between 2 and 3 days/commune.
The missions
The job description attached briefly details the missions.
It is based on field and cartographic studies (EPN has its own GIS and two cartographic administrators),
- Reminder of the context of the commune's development within EPN (an observatory is being set up for this purpose)
- Identify parcels of land within the urban envelope,
- Diagnose them: plot sheets, land hardness, VRD and capacity studies, built, unbuilt and landscaped urban environment, etc.
- Evaluate development hypotheses: density, urban form, etc.
- Assess the territory's needs in terms of programming (housing, typology, shops and services....)
- Produce urban sketches wherever possible
- Produce a report/presentation for local elected officials: deliverable.
It's a team effort, combining several approaches, with a strong operational focus.
